Firstly, if you haven’t seen the Dark mantle guide, I posted the P5 bis lists at the bottom of that guide, but I’ll quickly go over them again here for quick reference before we go over the rogue loot priority for A/Phase 5 items. Personally, I value full tier 2.5 a tad higher due to 400 more hp and less RNG reliance, even as dagger rogue.
So while it’s not guaranteed to be the same, it’s highly likely due to how Blizzard typically tends to copy/paste pro effects like this in the past. First, let’s cover tier 2.5 pieces, then we’ll move on to the other items afterwards.
I’ve added rough DPs gains for a 90 sec fight (full buffs) for the following items as I think DPs gains is more important for figuring out priority on offset items (vs. tier 2.5 where you’re practically guaranteed to get all the tokens eventually). Dark mantle enables you to not worry much about tier 2.5 and just focus on offset upgrades first.

A faster weapon serves well in the off-hand, so that it can apply poisons more quickly, and pro combat potency more often. For the Horde, there's an excellent sword available as a reward for a Black fathom Deeps quest, the .
Thrown weapons are excellent for high level PVP thanks to Deadly Throw. Permanently enchants a Melee Weapon to occasionally increase Agility by 120 and attack speed slightly.
Since rogues can dual wield, this means with a +15 Agility enchant on both weapons you output 1% CRT, 2.14% dodge, and 30 attack power. When weapons reach quality like the Perdition's Blade with a max damage to 137+, Mongoose is the preferred enchant.
Most PVP specked dagger rogues choose +5 weapon damage for their mainland, and +15 agility for their offhand. Slinking through the crowds of people, dipping their hands into pockets, and keeping a blade at the ready, the rogue is not often thought of as the spell caster.
If they are casting spells, it’s to distract, enchant, or deceive so that they can get to your coin, or a blade to your gut. Aside from magical items, feats, and racial bonuses, the rogue does not typically get spells.
